If you do not want to apply a discount on an item when creating a new basket, you should do the following on the item. 

Main menu > products

Select the item

Activate the options Global Discount not apply or Additional discount not Apply

Remarks: The discount options when activate will allow the item to not accept any discount when creating the basket as well as if the client has any discount apply, too.
